Keeping Cyprus Permanent Residence: Visits, Taxes and the Path to Citizenship

The day the cards arrive is not the end of a Cyprus case. The status is open-ended, but it has conditions, and the most common way to lose it is simply forgetting about it. I go through these rules with every family when the cards are issued, and again a year later.

How long the status lasts

The right of residence under the permit has unlimited validity for the holder and adult dependants. The residence card itself expires ten years after issue and must be replaced. A minor’s card is valid until 18.

The rules that can end the permit

The official text names these situations:

  • Two years away. The permit ceases to be valid if the holder and dependants are absent from Cyprus for two years.
  • Permanent residence elsewhere. It also ceases if they acquire permanent residence in another country.
  • No move within a year. If the family lives outside Cyprus, the permit ceases if they do not take up residence in Cyprus within one year of approval.
  • Selling the investment. Disposing of the investment without immediate replacement by another qualifying one of the same or higher value leads to cancellation.
  • Failing the monitoring. Not providing the required evidence leads to cancellation of the holder’s and the family’s permits.

BRIDGES puts the first rule in practical terms: plan at least one visit every two years, and do not leave it to the last month. One of the client stories on its programme page describes a status revoked after more than two and a half years without a visit, even though the apartment and the taxes were in order.

What you send to the Migration Department

The monitoring section was eased by an official clarification. Today:

  • Every year: evidence that you still hold the investment, and proof of health insurance if you no longer benefit from GESY, the national health system.
  • Every three years: clean criminal record certificates for you and your adult family members, from the country of origin and the country of residence.
  • No longer required: annual proof that you still have the required income.

Tax basics

I am not a tax adviser, and BRIDGES works out tax questions together with one. These are the official rules that every family should know before talking to them.

Tax residency

Under the Income Tax Law, an individual is a Cypriot tax resident under one of two rules:

  • 183-day rule: you spend more than 183 days in Cyprus in the tax year.
  • 60-day rule: you spend at least 60 days in Cyprus, you do not live more than 183 days in any other country, you carry on business or are employed in Cyprus (including as an office holder), and you keep a permanent home in Cyprus that you own or rent. If the business or employment ends during the year, you stop being resident for that year.

So permanent residence and tax residence are separate. A visit every two years keeps the permit but does not make you a tax resident.

Domicile and the non-dom rules

The Tax Department explains that a person who is not domiciled in Cyprus, or is not tax resident, does not pay the Special Defence Contribution on interest and dividends. Rental income was also covered until the 2025 tax year, after which the contribution on rent was abolished. As a general rule your domicile follows your domicile of origin, but anyone who has been tax resident in Cyprus for at least 17 of the last 20 years is deemed domiciled.

BRIDGES describes non-dom status as one of the reasons families combine permanent residence with a real move, and states that the permit alone does not create tax residence. Any decision here belongs to a tax adviser who sees your full situation.

The path to citizenship

Cyprus closed its citizenship by investment programme in 2020, and permanent residence does not turn into a passport on its own. Since 19 December 2023, under the Civil Registry (Amendment) Law of 2023, an adult applying for naturalisation must meet all of these conditions:

  • legal and continuous residence for the 12 months before the application, with absences of no more than 90 days in total;
  • at least seven years of legal residence in total during the ten years before those 12 months;
  • good character;
  • Greek at B1 level, with a certificate, unless you hold a Greek-language school diploma or degree;
  • a pass of at least 60% in the test on the basic elements of the political and social reality of Cyprus today;
  • suitable accommodation and stable, regular resources for yourself and your family;
  • the intention to live in Cyprus.

Shorter periods of four years with Greek at A2, or three years with B1, apply only to highly skilled employees of companies covered by a 2021 decision of the Council of Ministers. The application is made on form M127 at the District Administration Office, with a €500 fee, two stamps of €8.54 and another €500 on approval.

The practical point that BRIDGES makes, and I agree with, is that the two statuses follow opposite logic. Permanent residence asks for a visit every two years; naturalisation asks for years of real life on the island. A family that wants a passport has to move, learn Greek and plan for it from the first year.

My yearly routine for clients

  • A calendar reminder well before two years since the last entry.
  • The investment evidence and insurance proof sent each year.
  • The criminal record certificates every three years, apostilled and translated.
  • A check of the card’s expiry date and the passport details on it.

BRIDGES explains these obligations in its articles on keeping Cyprus permanent residence and on the path to citizenship. The programme rules themselves are in my complete guide. Last checked 19 October 2026.

Questions and answers

How often do I need to visit Cyprus?

The permit ceases to be valid after an absence from Cyprus of two years. BRIDGES advises a visit at least once every two years and suggests planning trips well before the deadline.

Do I become a Cypriot tax resident with permanent residence?

Not by the permit alone. Tax residence follows the 183-day rule or the 60-day rule of the Income Tax Law, which depend on where you actually spend your time and, for the 60-day rule, on business or employment and a home in Cyprus.

Can permanent residence lead to a Cypriot passport?

Only through naturalisation: at least seven years of legal residence in the ten years before the final year, continuous legal residence in the final twelve months, Greek at B1, a test on Cyprus today, good character, resources and the intention to live in Cyprus.
